You're right. It's incorrect.
"An anime" would refer to the show, not the character. "An Аниме character" would, of course, refer to the character. I think it's just a Популярное sort of thing among some Аниме fans, I think...

Actually the times I've seen the question,I assumed they meant a certain Аниме until I saw,not a character,well that is until I saw the answers,then again in the english language,it wouldn't make sense...,but I don't think it would be correct because "an anime" refers to the show,which is (as I сказал(-а) before),if they wanted to talk about a certain Аниме character then they should add "character" but I guess it's became Популярное among some Аниме fans.
