Well, I'm not sure exactly what you're asking, but while I do think many of the "questions" would be better suited to the Форум (yours included), the majority of users seem to like the format of the Вопрос section, so there's not really much to be done about it. It's pretty harmless, so I'm not going to strike up a cause against it.
i contemplated posting a Вопрос in the Форум once, but it seems like the Форумы are pretty poorly designed. i didn't see a good way to Комментарий on someone's previously made comment. maybe i just couldn't figure out how to do it?
