HOW DO Ты MAKE A CLUB!?

I've tried everything! im always good at finding out how to do things, but this is difficult there's so many things on Google about it but it doesn't help, at all
like all the buttons that Ты use to make one are gone! I'm new and even older members have trouble!is there a different way? can Ты not make one anymore? please help me.
