Personally, I think that female characters can have weaknesses alongside their strengths, without being an all-round weak character, like male characters can. They don't even have to overcome them as such - I like characters most when they have their own talents while also having plenty of flaws that can work as obstacles for them in their stories and adventures.

And personality. Lots and lots of personality. :)

Female characters should be written the same as male characters- as people. Well rounded, with strengths and weaknesses. Whether or not they overcome their flaws should be based on their story and not be a necessity.
