Lucius didn't come back to help Voldemort after he was exiled from his body.
And Draco can be a coward.

Bellatrix on the other hand, went to Azkaban for Voldemort, so she is the natural successor.

She seems like she's more up to it then most.
She would probably do anything for Voldemort counting that they both have that crazy in them.

Unsure, because all of them have things that hold them back from being Voldemort's level. Bellatrix is too reckless, she doesn't have the calculating nature needed to be a leader, I see her rushing in because she can't just wait and strategise, her passion for violence overrides her logic or desire to win. I love her character, but think her wildness would stop her being an effective leader.
Snape is too good, he's capable of doing some pretty dark things to win, but he's a good guy, and doesn't have a cruel enough nature to lead Death eaters.
Lucius is cold enough to keep calm where Bellatrix couldn't, and cruel enough to do things Snape couldn't, but he has easily exploited weak spots, like his caring for his family. He isn't capable of giving up everything and everyone for victory like Voldemort, Snape or Bellatrix. Besides, it's really just power he wants, he cares more about just getting power than the death eater's actual vendetta. Draco simply isn't a killer.

As much as I love these characters, and I really love some of these, I don't think any of them could fill Voldemort's shoes. Each of them lacks at least one of Voldemort's vital traits.

Yeah I agree Mermaid-Tail none of the Death Eater could replace Voldemort but I just ask among them,who is the most suitable.I dont say that they would be as good as Voldemort.
Anyway,this is why I think Lucius Malfoy is the most suitable:
Bellatrix:shes just crazy and cruel,nothing else.shes a good follower,but not a good leader.
Snape:hes a good guy.If not then absolutely he would be the most suitable.
Draco Malfoy:hes just too young,and not smart or cruel enough.
Lucius Malfoy:the most suitable in my opinion hes a pretty good leader,very cruel.yes he cares about his family too much,which would slow him down but hes the best for the job,I believe.

I do think Draco is intelligent but defiantly not cruel enough, he just talks about being the big bad and when he goes through it just more than he bargained for.

Snape: he's dumbledore's man, that pretty much sums it up lolz

Bellatrix: yeah i think she is defiantly a nutjob, reckless, crazy and to fires ablazin' but im thinking she defiantly shares Voldemorte's cruelty, ruthlesses, sheer battle prowess and deadly ability in torture, submissive and control, etc

I agree with Mermaid-Tail too. That's way I didn't pick anyone. To sum up what she said, Bellatrix is too crazy, Snape isn't evil, Lucius has too many weaknesses, and Draco isn't a killer. None of them could replace Voldemort.

bellatrix lestrange would be the most suitable because
she yells when going to azkaban "he will reward us because we alone,i alone seeked for my master" she loved Voldemort so
much that she looked for his body at a personal risk!
Lucius is to proective of his family.

Lucius: Yes, he'd be good at strategy planning, but, like potterhave said, he's too protective of his family. He won't let go and risk it all like Voldemort did.

Draco: Too young, not cruel enough, he just CAN'T.
