Ginny doesn't have that much to her. I find Draco to be better developed in terms of character. He's arrogant, yet somehow a little insecure. He believes in blood purity, but doesn't know how far he's willing to go on that belief.
I also like how he stayed with his friend in the burning Room of Requirment. Crabbe even defied Draco's orders and mocked his family, and Crabbe also started the fire, yet Draco couldn't leave him.
I find Draco cowardly, yet brave all in one. I think he managed to find bravery when he thought he needed it the most. Ginny.. she just doesn't have much to her.
Ginny is just awesome! I don't really like Malfoy because he bullied my favorite character and he was a coward and an idiot for rejecting Dumbledore's offer to help him.
^There was no time to accept Dumbledore's offer. The Death Eaters had come by then.
I like Draco because of his outgoing personality and how he changed over the last few books. I like Ginny, but she's just sort of... there. I usually tend to like my favorite characters because of their background story, their development, and if they have a noticeable personality. I don't like a character simply because they were "at least nicer than the other one" or "they were on the *good* side". Basically, I base it off of whether they were interesting or not, because honestly I find some of the "good" characters to be really boring.
