I think so, because in Half-Blood Prince didn't they make a kit for what happens when you see a dark wizard?? So, I believe that if Fudge did believe Harry and Dumbledore, they wizarding world would be very well prepared.

people would have been LESS prepaired. i bet people would have paniced making everything unstable especialy the ministry. people would be scared to leave their own houses and people would fight eatch other and voldermort would become stronger from the people growning weaker. i think it was better that the didnt belive voldemort was back
