When Albion's need is greatest, obviously. :P Jokes aside, I think that the last scene is pretty significant. That Merlin walks in the present day. It's possible that Arthur rises again in the present day. Anyway, that's just my two-cents. :)
The last scene says it all: Never. Merlin walks a lonely figure on a lonely road as a lorry passes by. He pauses, the ruins of Avalon are in the background. His shoulders droop before he rights himself. He's saddened, a hollow man, realizing that the Great Dragon lied to him and Arthur will never rise again. But, Merlin still clings to that false hope that maybe Arthur will! So, like a land locked Flying Dutchman, Merlin is doomed to spend an eternity waiting for a man who was once a king to be a future one, knowing full well that день will never come.

That is a depressing view (you have made me sad)... But it could be a valid one....
Personally, I don't think the Great Dragon lied to him. Everyone knows dead people can't rise again so I believe maybe Arthur will rise again through another great ruler of those lands... Just my personal thought. :)
Personally think this whole thing as a metaphor. Merlin walks still among us because every день people around the world find the legends, Любовь them and learn of them. Arthur will rise again when Albion's need is greatest: times when bad things happen in this world, times when humanity seems lost, that's when Arthur, and all what he represents; courage, forgiveness, honour, nobility, will rise again.
Yes Автор is King and Merlin is his right hand man. Is it true, heard they were about kiss?, but the Aurthur died before the king could slip Merlin that tongue??.
