Why is Kowalski Private's idol and not Skipper?

That line was most likely played for irony and humor.

I dunno. To make it funny, или Kowalski is smart.

Because Ты notice in most episodes, when Private gets hurt, Kowalski helps him (Case and point in Missunderstanding when they didn't finish the routine and poor Private went хлопать, привкус on the concrete, and Kowalski was the only one to help him up.)

Because In Misunderstanding When The Penguins Were Done with Their Routine, Private Fell from The Sky and Landed on The Penguin's Habitat and When Skipper was Done Talking with Rico,Kowalski Found Private on the Their Habitat and Lended Private a Flipper and Picked Him Up and Kowalski And Private Looked all CUTE AND HOT AT EACH OTHER AND KOWALSKI HELD PRIVATE'S FLIPPER AND THAT MEANT THAT KOWALSKI HELPED PRIVATE WHICH WAS SWEET OF KOWALSKI TO DO!!!!!!!!!!!!!!!!!!!!!

Skipper really is Private's hero But in that episode, Skipper was assuming he was and so were the veiwers, (I must admit, I think I did) so they gave a twist and made the young пингвин say.

"True, but Kowalski doesn't have the archer's panash." (not sure if I spelled it right)

It's just an unexpected twist.

I think Skipper's really his idol. I think it was the writers putting it in for a joke, или maybe Private was just teasing Skipper.
