First of all, just because your friend is attracted to him, it doesn't mean he feels the same way. The fact that he doesn't react may mean that he is flattered that a young girl noticed him или that he simply doesn't know how to react. The first thing Ты should do in my opinion is talk to your friend and explain how much what she's doing is bothering you. Also, Ты don't really explain much about your dad (is he still married to your mom или divorced/never married etc?) If he's with your mom, Ты should of course talk him (or even to your mom if something between him and your friend actually happens.) But remember they're both adults. Ты can always stop being Друзья with Amber или distance yourself from your dad, but that's the most Ты can do. In the end it's their desicion to make.

If your friend is of legal age, I don't see anything wrong with him dating your friend. If my Mom dated one of my Друзья (I'm an adult btw) I'd be surprised but if they are both consenting adults.
