EDIT: I wasn't trying to be rude. I was just a little bit shocked by your question. If Ты truly Любовь him/her I guess Ты should just say "I Любовь you". I can't really tell Ты how to live your life. So I guess if Ты do follow through with this hopefully he/she doesn't think you're a freak and gives Ты your Любовь back. Good Luck in your decision.
Some people will say don't because they believe incest is wrong. I believe it is too, but I won't tell Ты that it's gross или anything even if it is to me. I'm not sure how Ты would be able to express your Любовь to your cousin или how they would react if Ты did.
if Ты are actually serious about him and interested in a relationship, i would tell him straight out. yes, incest is considered gross by many people, but if Ты are actually in Любовь with him, its better if he knows. however if this is just some little crush, i wouldnt bother making a big deal out of it.
