What I mean is... werewolves and vampires hate each other by nature, so I think that when he's transforming that instinct of attacking a vamp is stronger than ever, he wants to attack/kill a vampire if they're standing next to him. And at the same time I say no because I think it's not like he said "I'm gonna attack Damon" because at first he was going to attack Caroline and then Damon tackled him.
Truth is Tyler could've bitten either Caroline or Damon.

The human part of him obviously didn't want to hurt any of them hence why he kept telling them to go but when hes transforming the wolf part takes over and he's driven by his wolf instincts which is to kill vampires. It wasn't intentional.

Tyler didn't bite Damon on purpose. The Werewolf bit him out of instinct. Werewolves hate Vampires.
