I see I already missed your deadline on this one, but here's some ideas anyway:
A) Older woman tells little girl that the balloon is a magic balloon which can transport her to exotic and faraway places. In chasing the balloon, the two of them never quite catch it, but go to exotic and faraway places in the pursuit.
B) Similar to A, but the events take place in a zoo, so the little girl gets to see various Животные in the zoo while chasing the balloon.
C) The older woman is actually reliving an episode from her youth, which causes her to reflect on her life.
D) The balloon is a metaphor for life's unfulfilled desires. At the end, the older woman dies.

K) The balloon man and the red balloon are actually part of a scene from a TV show, which the girl interrupts by trying to save the balloon.
L) The girl and the woman are actually bittersweet memories of the balloon man, remembering his wife and daughter before the car crash.
M) The girl and the woman are actually alternate universe versions of the balloon man's wife and daughter, trying to convince him to come back with them.
