what do Ты do if both players run out of cards in their hands but have cards in their deck?

um....... wait till your turn and DRAW of couse или take the ones from your field

Ты can use abilities from monsters, или some certain cards in your graveyard, или Ты can use the cards Ты already have out on the field but other then that you'd have to pass and then draw from your deck on your Далее turn.
