If Ты remember at the end of the first season Charles rewrote Lelouch's memories and then assigned rolo a fake brother to keep an eye on him. He also removed nunally from his care and i believe he told her he was dead so she couldn't revive his memories.

Now in the first R2 episode Lelouch is still the same person who likes to gamble in his spare time. But since the Black Knights have apparently been monitering his movements and they plan to get their leader back. Now that Lelouch has his memory back he still plans to take down Brittania like before, but the catch now is he has to maintain that he still is just a normal student while being monitered by the special task force set up at the school headed by Vileta and later Susaku.
