[This is an old question... but I am going to add something in my op because I think many people ask this Вопрос & honestly it's a tough one to call,I think]
Many people read signals wrong, или get caught up & confused~ even after many, many years of practice.\:
Unless, like CherryDropz said, the guy is all fawning and falling all over Ты and ONLY you, it might be a clue unless he is just gay & friendly. {I have some gay guy Друзья that Kiss on me and play in my hair and outsiders sometimes get the wrong impression}
Flirting with Ты and ONLY you? Some guys just are not that committed. . . often not at first anyway, but it is good and better ~ I think if the guy is paying attention and wants to spend time around Ты and is interested, that would be a sign. It is hard to tell sometimes even with flirting unless Ты can get them to come out and tell you.
