The next should be this horrible mother who poisons her own children's minds and locks up her step daughter

She uses her children to be of higher status, abuses her stepdaughter, and wastes her ex-husband's fortune on her and her children to upper themselves. She has no love in her heart

She is a twisted, abusive mother and does it all in the name of love for Rapunzel.

She just put Cinderella through torment for so many years. I honestly don't know how Cinderella could stand that kind of emotional abuse. It's just so cruel.

Like I said before, Lady Tremaine got of on making Cinderella's life a living hell and probably was worse to her when she was younger, also very spiteful for encouraging her daughters to imitate her hateful behaviour against Cinderella.

Having Cinderella as a slave while she and her daughters didn´t do anything.

Still think that not knowing what your "mother" does to you is worse than what Lady Tremaine did.

Easily. She made Cinderella into a scullery maid. At least Gothel was nice to Rapunzel, but she'd be my next.

I think she's worse than Gothel because at least Gothel (faked?) love(d) Rapunzel, whereas Tremaine never made Cinderella feel loved in any way.
I get what Swanpride says, but I think that the damage is greater on Cinderella than on Rapunzel, so I picked Tremaine.
