Serena won the link about the best outfit from 3x03, and she was a very close second in link from 3x02. So, your theory doesn't hold water.

So far I'm loving all of Jenny's outfits this season. But I like this one best.
The other outfits I liked best were: Blair #4, Serena #4 + #5 and Vanessa #1.
