Do Ты think a 15 kill streak for an EMP is too much?

Sure,15 is too much for that but it is reasonable to put something that can stop every other killstreak reward(Except for the nuke)out of the players' reach,because if it was lower,then Everyone would use it and their would be hardly any killstreaks that last before they get EMPed and by extension it would make getting a nuke near impossible.
