JOEPP, INC invented them (eh, not really invented them, nevermind). They are a company in the U.K. that specialize in this bizarre stuff. The company was started in Broomfield, Colorado, but then they combined with JOEPP, INC so that they could sell it internationally and all that jazz. :]
In conclusion, someone in Broomfield, Colorado invented it and JOEPP, INC took over.
