What does it mean if I guy tells Ты that you're the prettiest girl he ever met?

My friend keeps denying that this guy who is her best friend might like her (like, like her like her). Recently she told me that he told her she was the prettiest girl he ever met and she still thinks it doesn't mean he likes her like that.

What do Ты think?

Oh and also, once they were drunk at her apartment and he kissed her. She brushed it off as nothing... *sighs* She's so oblivious to it it's funny sometimes
