A vampire's humanity?

I was just wondering a few things about a vampire's humanity. Is it a voluntary thing или do they eventually get desensitized and stop feeling? How many times did Stefan and Damon turn off their humanity? And how do Ты know it was off? How about other Вампиры on the show?
