I feel like all the people who answered haven't watched it all yet because Damon obvioulsy loved Elena more. Stefan's Любовь was superficial. It was a Любовь he needed to feel alive. However Damon really loved her. And when he first met Elena he didn't fall in Любовь with her right away proving that he didn't Любовь her because of her looks. Plus, Damon ends up hating Katherine so if thats why he love's Elena then he'd hate her. Also, unlike Stefan, Damon was able to risk Elena hating him, if it would keep her safe.
