I wouldn't be surprised if it's a joint effort thing between the government, and something like the state's tourism board.
Since it's a restricted area, but a well known one, the government could be testing some of their own technology there. Since you're not allowed to get close enough to be able to tell, you assume it's a UFO (maybe it is, maybe it's not).
I do believe that there is original alien technology hidden somewhere, but I doubt if that's where it's kept. I think Area 51 is more of a decoy or scapegoat, and one that probably attracts tons of people who spend lots of money to buy film and souvenirs. I could probably come up with other theories too, but I suspect that there's technology hidden in multiple places that we've never heard of... why not just have everyone believe it's at Area 51?

If there's something back in Area 51, something important, they'd most likely keep it hidden,as they are. Why not show it to everyone?Think about it:they showed us the meteors, but not the REAL mars evidence.They probably got the meteor rocks off the aliens suits or something.
