Who can change banner?

So far I have made just one club. And as far as I understood the creator of the spot is the only one who can change Иконка and banner because the creator is the only one who can see the "Edit Club" Иконка under the banner.
So on my spot I didn't have banner and I came this morning and somehow banner appeared. I'm not angry of the person who did it, it is rather nice to have banner and I'm really bad in making those stuff.
But I'm interested who else can change banner and Иконка beside the creator itself and can I change banner on some other spots if I like even though I didn't create those spots?
