I was thinking maybe there is a specific person/persons that get the Сообщить complaints and carry it out afterward. Seeing as how when Ты click the Сообщить button there's a "comments" section. There would be no need for Комментарии if someone wasn't Чтение them right?

Here are my three possibilities I've compiled in the Поиск for the answer to your question:
1) Not enough people reported.
2) The person reviewing the reports reviewed the user being reported's history and website's contribution and decided that the user wasn't that bad.
3) The infamous Fanpop glitch.
