Because the creator of the spot did not provide one.
So contact that person and ask him/her to change it (as long as a spot is pending the creator can still change the Иконка and banner).
If Ты cannot find that person contact the Fanpop4 and ask them to change it. Be sure to provide the banner though: uploading it in the Обои section with something like 'possible banner' in the descripition is probably a good idea.
