Why are some Spots bumped up to the beginning of the Мозаика Стена when Видео are added but other Spots aren't?

as far as i know Ссылки will bump,picks wont,forums wont. images,articles and Видео are wonky :P

I've always had a theory that generally the most active spots with Видео that are Опубликовано every 2 секунды are the ones that don't go right to the вверх first. If a spot hasn't been updated in quite some time with a video, then it will bump it up.
