Did Jo make a mistake in Deathly Hallows in the Snatcher scene?

Well I Любовь Harry Potter as much as the Далее person and I am a Фан of Дж. К. Роулинг for ever! However, I noticed in book 7, Hermione pretends to be Penelope Clearwater and says she's a half-blood. But in COS Penelope was one of the muggle-borns to be attacked, right? Was it a mistake on Jo's behalf или am I making a mistake?
