How about if a person moved to another country before that year? As in what if the person is not Brittish anymore but ie. received official status of an American nationality? Rowling has сказал(-а) that Hogwarts serves only Britain and Ireland, so perhaps this applies to the "Death Eaters' Hogwarts" too, meaning they wouldn't seek out and draw back forner students who are no longer Brittish/Irish? At least I don't really see why would they bother if the сказал(-а) former student didn't have something special that they could use... I mean, I'm now looking for a way to not hide even if having to leave the country.
