I always figured it was Jace's way of sarcasticly saying that Ты don't have to put up with any shit from others; like if Ты asked for oranges then Ты shouldn't have to settle for lemons, Ты know? I could be wrong, lol.
I agree with the above answer. He's saying that instead of making the best of the situation, Ты should fight until Ты get what Ты want and not settle for anything less.

This saying is actually plagiarized from an episode of Newsradio, where Phil Hartman's character Bill McNeal is cynically mocking the calm and good natured outlook of his midwestern raised coworker, while stuck in an airport.
In that context it meant to constantly, and loudly complain about the situation, until the problem was resolved
