Who is this boy in Snow's classroom?

In S6E04 (Strange Case) did anyone else happen to notice this boy with the straw hat among Snow White's students?
Could he be Tom Sawyer? And if he really is does this mean that he was in Storybrooke the whole time right form the start and Regina's first curse?
