She doesn't. Regina was only saying that. The only reason Cora chose Snow to communicate with is because it was HER mother. Of course she has a better relationship with her daughter. I don't think people understood what they were actually meaning.

I think Regina does know deep down that Cora did love her, especially once she had her heart back. It wasn't actually her "mother" Cora since it was younger Cora anyway
