I think after seeing how much Ash and Snivy were rooting for him to win he was so happy and that's the reason he evolved.

He didn't really battle much with Shamus before he evolved because he was sad about Shamus abandoning him, and then when he heard Shamus call him weak and insult him, poor Tepig was so devastated that he didn't even want to battle. It wasn't until he saw Snivy get hit with Super Flare Blitz and seeing how much his friends were rooting for him that he evolved, and it was because of how happy he was to know that his friends were going to be there cheering him on.
