James and Growlie obviously have a strong bond

Why James ask orders Growlie to stay and look after his parents is a little strange. I mean why should James ask Growlie to look after his parents when his parents are forcing him to marry JessieBelle is a little odd to me.

And if JessieBelle had any brains, she can easily use Growlie as blackmail towards James forcing him to marry her.

For Growlie's safety and also under the condition that James has no Pokemon in Unova, I think Growlie should be in James' party in Unova
(unless Growlithe's aren't native in Unova and Team Rocket didn't want to raise suspicions)

They were told to catch pokemon from Unova to not attract attention but if it was common in Unova, yes.
