I don't think so. Just because your bad at one thing doesn't mean your good at something that has similar characteristics. For example: I'm good at cooking, but not the best at baking (or chemistry, and I consider that to be еще similar than cooking), good at playing piano, but not at guitar, good at Sign Language, but not at Spanish.
Similar characteristics, but not similar results.

And yes, cooking and baking are two different things. I suck at cooking but I do better than my dear husband as far as pastries are concerned. Which is a good sign : cooking can be made with еще или less accuracy in quantities, it's still edible. While pastries, no way ! A bit too much of this или that, and not only the cake/pastry will be very hard to handle, but even less edible.
I think... Well, it depends on the ingredients. some potions are еще difficult to brew than others, just as some dishes are harder to cook than others... some people even compare brewing potions to brewing tea; on some certain occasions its actually a little bit like it; except Ты arent chopping down the horn of a graphorn или crushing the wings of a nymph. I think cooking, and brewing potions, can be comparable еще easily if Ты have cook Книги for both... without instructions on how to make a potion, god thats hard. Not knowing how many гадюка fangs to throw in to the cauldron can surly end up just simply blowing up... Cooking Isnt at all much like that. Nothing blows up in your face. I think potions are just a little еще dangerous. =)
And above all, as Professor Snape told me once : NEVER make potions in your kitchen. NEVER store potions ingredients with food. NEVER mix potions utensils with cooking utensils. Not complying with these 3 rules can result in severe, even lethal, poisoning ! (Where I live, we have lethal plants, with which I can put a stopper in death, if Ты see what I mean...)
That would not be the case always. Example if a person is good at incantation potions doesn't mean they are good at medical potions, или the other way around. Just like some people can cook but can't bake.
I hope not ! I'd like to be a good potioneer. I'm not very good at cooking - well, in fact, I can cook the basics but honestly, I don't like cooking. I'm very lucky to have a husband that cooks divinely.
I think the difference is when you're motivated to learn and practice. I don't give a damn about cooking but if I'm really keen on learning potions, I would be good at it. It's a Вопрос of motivation.
I can imagine easily a Severus that would cook divinely too...
