The short answer is, if you're scared then don't do it. It doesn't matter how old Ты are, или what your hormones are doing, what matters is your own comfort level. I imagine that if your mother is concerned about Ты having it at this age, then she's probably right to be concerned. Sex is a big deal, and unless Ты know what Ты want, and who Ты want to do it with, and Ты are 100% on this decision, I do not advocate having it.
Don't do anything Ты aren't comfortable doing, no matter what it is. Your instincts are red flags, and Ты should trust them.
If Ты want to know how to dispel the urges Ты have, I would recommend masturbating and exploring your own body, until Ты know your own body well enough that Ты can teach what Ты know to someone else.
