okay so what is up with district 13? was it always there and they were hiding from the capitol или idk i need to know! also how come everyone else was allowed to know about the plan except katniss and petta?

okay, originally panem was composed of 13 districts and the capitol. this was before the hunger games was started. as Ты know, the districts farther away from the capitol have it the worst, so district 13 was really in bad shape. they thought that the capitol had forgotten them so 13 started a revolution. this was how the tracker jackers and the jabber jays were created, something for the capitol to use against the revolution in 13. the capitol finally gave up and bombed 13 and made them an example that if that ever happened again, they would do the same thing to the district that started the Далее revolution. that is what happened to district 12 as gale talks briefly about at the end of catching fire. now the capitol is trying to keep district 13 a secret from the other districts because 13 has risen back up against the capitol. the hunger games was created so that the capitol could remind the districts that they are all powerful and have complete control.
Katniss and peeta were left out of the plan so that if they were captured by the capitol they wouldnt have any info to give them. therefore, if they were captured the would not be likely killed. and now peeta is captured and therfore he will most likely not be killed but turned into a servant или something.
