To me, I think it's weird. I don't think I could ever be Друзья with a teenager. But if you're not a pedophile или someone that will get them into trouble than I guess it's okay. But it also has to be okay with the teen's parents cause parents can and will be concerend if an adult over the age of 18 is hanging out with their child.

I'm 19 and I have Друзья of all ages. Friendship is always acceptable.

Being Друзья with someone no matter what the age is OK - it is when Ты are "FRIENDS" that it is not OK.
