Is there a reason why Fanpop Форумы seem relegated to mini-games?

Or...I guess the Болталка club forums.
Ответы seem еще like the place for discussion on Fanpop, however, Форумы lets Ты post multiple times (Answers lets Ты do it under certain buggy steps). Опросы sometimes have discussion too.
Just kinda curious because one of the most used sites I use now is Gamefaqs, which is a game Форум site. I'm very used to talking about games there, answering Вопросы and giving feedback and everything. Sometimes Fanpop Форумы are used for actual discussion, but a lot of times its just mini-games.
Is something about Ответы and Опросы make it seem еще discussion friendly than club forums? Does it have something to do with the notifications?

Also I'm posting here because this is a Вопрос and I'm bored, and I already know the answer to this question, probably, but I'm asking anyways just because.
