On Fanpop Главная page there is a bar that is green and in the upper right (on my browser). It says "Start a new club". If this was not what Ты were asking, sorry.
Fanpop doesn't allow new members to create клубы instantly. Ты have to wait a few months after creating your account before Ты can start a new club. It's supposed to make the creation of duplicate или spam клубы less likely.
