Why do some клубы have the option of suggesting a new background image, while in other клубы Ты can only suggest Иконки and banners?

I made a Форум suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the Опрос for it. Other клубы have that option.

Why can Ты suggest background Обои for the first but not the second?

No, there's definitely a lot еще members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
