What exactly makes a pending club become an official club?

I know that a club has to have an Иконка and banner first, and that it needs to have a certain amount of content and fans/members first. Are there any other requirements? Is the exact number of Фаны and contributions known, или does it differ from club to club, или at different times? Does it matter whether the contributions are of different types - images, videos, Статьи etc?
