well i did a Google image Поиск and i got this name

rinyuki hanzai shippuuden

so her name is rinyuki hanzai

and i thinks she from Наруто

i hope this helps X)

Looked for awhile. It appears to be an original fanmade Наруто Shuppuden character made by Meyxrabbit. She can draw, but her art style seems inconsistent. She has a fanbase on DA & photobucket, but she does little еще than make OCs.
