Who is this Аниме character?

I don't think she's from any Аниме (could be wrong)
but the artist is Itou Noizi who is famous for her character designs from The Meloncholy of Haruhi Suzumiya and Shakugan no Shana. So yeah, I think it's just a Болталка picture by her!
